Oklahoma Codes, Standards & AHJ Resource Center

Authoritative guidance on every code edition currently enforced in Oklahoma, the official Authority Having Jurisdiction (AHJ) hierarchy, a jurisdiction directory, and plain-language answers to the most common compliance questions for fire alarm, access control, and life-safety projects.

Last AHJ verification: July 14, 2026Code status reviewed: September 2, 20262024 I-Codes take effect September 14, 2026 — 12 days from now

Important: The statewide code establishes the minimum requirement. Local ordinances, adopted amendments, permit procedures, and AHJ interpretations may impose additional requirements. Project-specific requirements should always be confirmed with the AHJ before design, bidding, permitting, or installation. Oklahoma-adopted amendments must also be reviewed — the base model code alone does not control.

Oklahoma 2024 Code Adoption — Effective September 14, 2026

The Oklahoma Uniform Building Code Commission (OUBCC) has adopted the following codes with Oklahoma amendments, effective September 14, 2026:

2024 IBC2024 IEBC2024 IFC2024 IRC2024 IMC2024 IPC2024 IFGC

The 2023 NEC remains the current statewide electrical code unless and until subsequently changed by the OUBCC. The 2023 NEC became effective statewide September 14, 2024.

State Fire Marshal Plan-Review Transition Rule

The Oklahoma State Fire Marshal has announced that although the 2024 I-Codes become effective September 14, 2026, OKSFM will accept plan submittals using the 2018 codes through March 14, 2027. This grace period applies to the State Fire Marshal's published plan-review process only.

Do not apply this grace period to local municipal or county AHJs. For a local AHJ, users must confirm that jurisdiction's transition/submittal policy directly before design or submission. Local AHJs set their own transition timelines independently.

Statewide Oklahoma Code Adoption Table

Oklahoma adopts and amends the I-Code family and NFPA standards through the Oklahoma Uniform Building Code Commission (OUBCC). Always verify that the Oklahoma-adopted amendments have been reviewed in addition to the base model code.

Note: Through September 13, 2026, the 2018 editions of the IBC, IFC, IEBC, IRC, IMC, IPC, and IFGC as amended by the OUBCC are in effect statewide. The 2024 editions with Oklahoma amendments take effect September 14, 2026. The 2023 NEC (effective September 14, 2024) remains the current statewide electrical code. Do not rely on the base model code alone — Oklahoma-adopted amendments must be reviewed for every project. Confirm requirements with the applicable AHJ before design, bidding, or permitting.

SFM Plan-Review Transition: The Oklahoma State Fire Marshal will accept plan submittals using the 2018 I-Codes through March 14, 2027 — but this grace period applies to the State Fire Marshal's plan-review process only. Local AHJs set their own transition policies independently. Confirm the applicable AHJ's transition timeline before submittal.

Oklahoma State Fire Marshal AHJ Hierarchy

The Oklahoma State Fire Marshal administers the official AHJ hierarchy for commercial building and fire code enforcement. Understanding which tier applies to your project is the first step before design, plan review, or permitting.

1
State-Owned or State-Occupied Property

The Oklahoma State Fire Marshal has statewide jurisdiction over any state-owned or state-occupied property, regardless of location. No local AHJ agreement supersedes this jurisdiction for such facilities.

2
Statewide Default

The Oklahoma State Fire Marshal is the default commercial building and fire AHJ across Oklahoma, unless a county or city/town has an active AHJ agreement with the State Fire Marshal.

3
County AHJ

A county that has entered into an active AHJ agreement with the State Fire Marshal may exercise AHJ authority in the unincorporated portions of that county (outside incorporated cities/towns that have their own AHJ agreements).

4
City / Town AHJ

An incorporated city or town that has entered into an active AHJ agreement may exercise AHJ authority within its city/town limits. This tier is the most granular and takes precedence within the city/town for covered projects.

5
Tribal Trust Property

Tribal trust property is generally outside Oklahoma State Fire Marshal jurisdiction. The applicable tribal government has authority unless the tribe formally requests State Fire Marshal jurisdiction for a specific facility or project.

Major Jurisdiction Detail — Oklahoma City, Edmond & Norman

These jurisdictions are among the most active for commercial and educational facility projects in Oklahoma. Each has its own AHJ agreement, plan-review process, and permit requirements. All three municipal websites currently display outdated NEC editions — the statewide minimum of the 2023 NEC governs regardless.

Local Code Warning — Applies to All Oklahoma Jurisdictions

Some municipal websites may still display earlier code editions. Do not automatically treat an older municipal webpage as overriding the current Oklahoma statewide minimum. Oklahoma's OUBCC codes establish statewide minimum standards. A local AHJ may adopt higher requirements where authorized, but it may not reduce applicable requirements below Oklahoma's state minimum.

For every project, confirm: current locally enforced amendments; permit type; plan-submittal requirements; electronic versus paper submission; review fees; contractor-registration requirements; inspection procedures; acceptance-testing requirements; code-transition policy.

Unincorporated Areas of Oklahoma

For commercial building and fire code requirements in unincorporated areas of Oklahoma, the Oklahoma State Fire Marshal is the default AHJ unless an active county AHJ agreement applies in that area.

The Oklahoma Construction Industries Board (CIB) enforces electrical, mechanical, plumbing, and fuel-gas minimum codes in unincorporated areas where applicable, running parallel to the State Fire Marshal's commercial fire and building authority.

Confirm the applicable authority with both the State Fire Marshal and the CIB for projects outside incorporated city/town limits.

Low-Voltage & Fire Alarm Contractor Jurisdiction Note

ODOL licensing and AHJ plan-review authority are separate obligations. The Oklahoma Department of Labor (ODOL) issues state contractor licenses for alarm, fire alarm, electronic access control, CCTV, and locksmith categories. A valid ODOL license is required to perform this work in Oklahoma.

ODOL licensing does not replace or satisfy the AHJ's plan review, permitting, and inspection obligations. A project may simultaneously require:

  • A valid ODOL license for the contractor performing the work
  • Permits and plan review from the applicable local AHJ or State Fire Marshal
  • Inspections and final approval from the AHJ

Do not conflate contractor licensing with plan-review or permit authority. Confirm both requirements before beginning any fire alarm systems, low-voltage contractor, or life-safety installation project.

Find Your AHJ — Quick Decision Guide

Follow this guide to identify the appropriate authority for your Oklahoma project. Always verify the exact project address with the AHJ before beginning design or permitting.

Is the project on state-owned or state-occupied property?

Yes → Contact the Oklahoma State Fire Marshal. The State Fire Marshal has statewide jurisdiction over state-owned and state-occupied property. Oklahoma State Fire Marshal

Is the project inside a city or town limits?

Check the State Fire Marshal AHJ list to see if that city or town has an active AHJ agreement. If it does, the city/town building or fire department is the AHJ. If it does not, proceed to the next question. State Fire Marshal AHJ list

Is the project in an unincorporated county area?

Check whether that county has an active AHJ agreement with the State Fire Marshal. If yes, the county is the AHJ for that area. If no, the State Fire Marshal is the default commercial building/fire AHJ. State Fire Marshal AHJ list

No local AHJ agreement applies — what do I do?

The Oklahoma State Fire Marshal is the default commercial building and fire AHJ. Contact them directly for plan review, permitting, and inspection requirements. Oklahoma State Fire Marshal

Is the project on tribal trust property?

Contact the applicable tribal government. Tribal trust property is generally outside State Fire Marshal jurisdiction unless the tribe has formally requested State Fire Marshal jurisdiction for a specific facility or project.

What about electrical, mechanical, or plumbing work in unincorporated areas?

The Oklahoma Construction Industries Board (CIB) enforces trade minimum codes in unincorporated areas where applicable — in addition to any State Fire Marshal requirements. Oklahoma CIB

Frequently Asked Questions — Oklahoma Codes & AHJ

Who is the AHJ for my Oklahoma project?

The AHJ depends on the project location and property type. State-owned or state-occupied properties fall under the Oklahoma State Fire Marshal statewide. Inside city or town limits, check whether that city or town has an active AHJ agreement with the State Fire Marshal. Counties with active agreements handle unincorporated areas in their jurisdiction. The Oklahoma State Fire Marshal is the statewide default AHJ for commercial building and fire requirements where no local agreement is active.

Who approves fire alarm plans in Oklahoma?

The authority having jurisdiction (AHJ) approves fire alarm plans. Depending on project location, that may be a local city or town building or fire department, a county with an active AHJ agreement, or the Oklahoma State Fire Marshal. ODOL contractor licensing is a separate requirement and does not substitute for AHJ plan-review authority.

What fire code is Oklahoma using in 2026?

Through September 13, 2026, Oklahoma uses the 2018 International Fire Code as amended by the Oklahoma Uniform Building Code Commission (OUBCC). The 2024 IFC with Oklahoma amendments becomes effective statewide on September 14, 2026. Always verify that Oklahoma-adopted amendments have been reviewed — the base model code alone does not control.

When does Oklahoma adopt the 2024 IFC?

The 2024 International Fire Code (IFC) with Oklahoma amendments takes effect statewide on September 14, 2026. Through September 13, 2026, the 2018 IFC remains in effect.

What electrical code does Oklahoma use?

The 2023 National Electrical Code (NFPA 70) with Oklahoma amendments has been effective statewide since September 14, 2024. No pending update to a newer edition has been noted as of September 1, 2026.

Does a city code override Oklahoma's statewide code?

Local jurisdictions with active AHJ agreements may adopt requirements more stringent than the statewide minimum but cannot adopt codes that are less protective than the state standard. Always verify the local AHJ's specific requirements before design or bidding — local amendments can add requirements beyond the statewide base.

Who has jurisdiction in an unincorporated Oklahoma county?

For commercial fire and building requirements, the Oklahoma State Fire Marshal is the default AHJ in unincorporated areas unless that county has an active AHJ agreement with the State Fire Marshal. For electrical, mechanical, plumbing, and fuel-gas trade work, the Oklahoma Construction Industries Board (CIB) may also have applicable authority.

Who is the AHJ on tribal trust property?

Tribal trust property is generally outside Oklahoma State Fire Marshal jurisdiction. The applicable tribal government has authority unless the tribe formally requests State Fire Marshal jurisdiction for a specific facility or project.

Who is the AHJ for a state-owned Oklahoma building?

The Oklahoma State Fire Marshal has jurisdiction over all state-owned and state-occupied property statewide, regardless of the building's city or county location.

Who regulates Oklahoma fire-alarm contractors?

The Oklahoma Department of Labor (ODOL) regulates fire alarm contractors through its alarm and fire alarm licensing program. Licensing is a separate obligation from the plan-review and permit authority exercised by the AHJ.

Is ODOL the same as the fire-code AHJ?

No. ODOL issues contractor licenses for alarm, fire alarm, electronic access control, CCTV, and locksmith work. The AHJ — which may be a city building department, a county with an active agreement, or the Oklahoma State Fire Marshal — handles plan review, permitting, and inspections. A project may require both an ODOL-licensed contractor AND permits and inspections from the local AHJ.

Does the State Fire Marshal inspect every Oklahoma building?

No. The Oklahoma State Fire Marshal is the default AHJ for commercial properties where no local AHJ agreement is active and has statewide jurisdiction over state-owned and state-occupied properties. Cities, towns, and counties with active AHJ agreements handle their own plan review, permitting, and inspections within their jurisdictions.

Does Oklahoma City review its own fire-alarm plans?

Yes. The Oklahoma City Fire Marshal's Office performs fire/life-safety enforcement, reviews applicable fire-alarm plans, and conducts acceptance testing of fire-protection systems within OKC's jurisdiction. Contact the OKC Fire Marshal's Office at 405-297-3584 for plan-review and permitting requirements.

Does Tulsa have its own AHJ?

Yes. The City of Tulsa has an active AHJ agreement with the Oklahoma State Fire Marshal, as confirmed on the July 14, 2026 AHJ list. Tulsa is the AHJ within its municipal boundaries for the plan-review, permitting, and inspection functions covered by the AHJ agreement.

Who is the AHJ in Wagoner County?

Wagoner County is one of only five counties on the July 14, 2026 Oklahoma State Fire Marshal AHJ list (agreement date December 31, 2025). Wagoner County is the AHJ in the unincorporated portions of the county. However, incorporated cities or towns within Wagoner County that have their own active AHJ agreements — such as the City of Wagoner — remain the AHJ within their municipal limits.

What codes are currently adopted in Oklahoma?

Through September 13, 2026: 2018 IBC, 2018 IEBC, 2018 IFC, 2018 IRC, 2018 IMC, 2018 IPC, 2018 IFGC (all with Oklahoma amendments), and 2023 NEC with Oklahoma amendments. Effective September 14, 2026: 2024 IBC, 2024 IEBC, 2024 IFC, 2024 IRC, 2024 IMC, 2024 IPC, 2024 IFGC (all with Oklahoma amendments). The 2023 NEC remains the current statewide electrical code after September 14, 2026 unless subsequently changed by the OUBCC.

When do Oklahoma's 2024 building and fire codes take effect?

The 2024 IBC, IFC, IEBC, IRC, IMC, IPC, and IFGC with Oklahoma amendments become effective statewide on September 14, 2026. Through September 13, 2026, the 2018 editions remain in effect. The Oklahoma State Fire Marshal will also accept plan submittals using the 2018 codes through March 14, 2027 under a published transition grace period — but confirm whether any local AHJ has its own transition policy.

Does Oklahoma use the 2023 NEC?

Yes. The 2023 National Electrical Code (NFPA 70) with Oklahoma amendments became effective statewide on September 14, 2024. The 2023 NEC remains the current statewide electrical code regardless of what any local municipal website may display. Some municipal pages (e.g., Oklahoma City lists 2017 NEC; Edmond and Norman list 2020 NEC) are outdated and do not override the statewide minimum.

Who performs fire-alarm acceptance testing in Oklahoma?

The applicable Authority Having Jurisdiction (AHJ) or its authorized designee performs acceptance testing of fire-alarm and fire-protection systems. For projects in a city or town with an active AHJ agreement, that local AHJ conducts or oversees acceptance testing. For projects under the Oklahoma State Fire Marshal's jurisdiction, OKSFM performs or oversees acceptance testing. Always confirm acceptance-testing requirements and scheduling with the applicable AHJ before installation is complete.
